only difficulty which has

presented itself, in the consideration

this question, is that

Hong Kong Post Office, subject always to the approval of the Governor,

but the Postmaster General proposes

to fix, in concert with the Bankers, the

rate per pound Sterling at which Orders

on the United Kingdom shall be granted

at Hong Kong, Shanghai, and

Yokohama,
